NCSD Proposed Bond 3-639_ Bond Renewal/No Tax Increase
Show Details
I want to take 30 seconds of your time to answer one of the most common questions we have received about the Bond Proposal NCSD has placed on the November ballot: Measure 3-639. That question is: how will this impact what I pay in taxes?
The NCSD Bond is estimated to continue the same rate you pay today: that’s $2.37 per $1,000 of assessed property value.
How will it keep tax rates level? Well it has to do with how NCSD has structured its Bonds over the years. The 2026 bond, if passed, would replace older district bonds as they are paid off. This way we could structure bond repayment to stay at the same rate over the years.
The second question we get a lot is: How do I know Bond funds will be used as advertised?
For starters, Oregon law is very clear: Bond funds can only be used for capital construction projects and only on projects as approved by voters. Bond funds legally cannot be used for regular operational expenses like salaries or retirement benefits
Secondly, every project in previous bonds was completed on time and on budget, aided by a district finance team that has now earned the Association of School Business Officials International Certificate of Excellence in Financial Reporting ____ years running.
Also, North Clackamas would receive a 6-million dollar matching grant from the State of Oregon.
This Bond proposal would also have, if passed, a Community Oversight Committee to monitor and report on Bond progress and expenditures.
